Notable Achievements and Experience

When I started with the Philadelphia office, there was no standardized mass appraisal process. Values were whatever the assigned appraiser thought they were. There was no CAMA system; no sales validation process; no modeling process; no assessment performance metrics; no interactive computer access to property records. Everything was accomplished by passing hand-written forms. When I was assigned to a special unit to explore the viability of using computers for mass appraisal, I began a journey that would transform the way the office operated which led to dramatic improvement in the fairness, equity and accuracy of estimates of market value. 

Over the course of my career, I have

  •  Directed more than 15 major revaluation projects
  •  Conducted revaluation project impact studies and analyses
  •  Created a system of defining custom neighborhoods and refined them with each revaluation project
  •  Built the first CAMA system used by the Office of Property Assessment for mass appraisal
  •  Introduced the use of GIS to the assessment office
  •  Instituted a system of sales validation to support mass appraisal
  •  Designed interactive tools for reviewing and revising projected values
  •  Created a system for persistently grouping comparable properties
  •  Conducted assessment equity studies
  •  Created an extensive catalog of sales and income regression models
  •  Produced a standard series of maps for visualizing project impact and assessment performance
  •  Built dashboards to visualize assessment performance and analyze changing neighborhoods
  •  Trained and directed a staff of regression modelers and analysts 
  •  Conducted periodic ratio studies
  •  Educated evaluation staff to perform mass appraisal
  •  Implemented a mentorship program to help modelers from other jurisdictions
  •  Trained in problem solving methodology through the Academy of Municipal Innovation at Jefferson University
  •  Provided expert testimony for litigation
